Di troppo rigore si muore, e i conti della nostra economia stanno lì a dimostrarlo. Luigi Giampaolino, presidente della Corte dei Conti, l’ha messo nero su bianco durante la presentazione del Rapporto 2013 sul coordinamento della finanza pubblica:
- La crisi economica è costata all’Italia 230 miliardi di Pil
- Gli inevitabili effetti a cascata sulle entrate fiscali si sono tradotti in una perdita di gettito per quasi 90 miliardi di euro, rispetto alle aspettative
- La combinazione dei due elementi ha portato a un mix esplosivo, che ha fatto allontanare l’obiettivo del pareggio di bilancio di circa 50 miliardi.
Per la Corte dei conti è evidente che l’intensità delle politiche di rigore adottate in tutta Europa, ”è stata essa stessa una rilevante concausa dell’avvitamento verso la recessione”. Giampaolino si dice preoccupato “per il concretizzarsi di un rischio di corto circuito tra obiettivi di finanza pubblica, perseguiti attraverso aumenti delle entrante, e tenuta del quadro economico”.
IL RIGORE COME STRUMENTO
Chiunque abbia un minimo di responsabilità capisce che questo giudizio, che noi diamo da tempo, non vuol dire tornare a spese allegre, ma vuol dire concepire il rigore finanziario come uno strumento e non come un fine. L’obiettivo non è fare bella figura in Europa, l’obiettivo è tornare a crescere.
IL MIO IMPEGNO DA MINISTRO
Per questo, per quanto mi riguarda come ministro, dico che quelli in Infrastrutture, pur in un periodo di bilanci iper-controllati, sono investimenti e non costi. E come tali vanno considerati:
- Eescludendoli dai vincoli di Maastricht per quanto riguarda le opere considerate strategiche a livello europeo, come ad esempio la Tav Torino-Lione.
- Lo stesso criterio ritengo debba essere usato anche in Italia, una “golden rule” nazionale applicata al patto di stabilità dei Comuni: una battaglia politica e culturale per l’esclusione dal patto di stabilità interno delle spese per infrastrutture locali che, al pari e forse ancora di più delle grandi opere, costituiscono uno degli assi portanti dello sviluppo e della crescita.
