In arrivo un piano straordinario per la casa
(aggiornato 2 dicembre) Grande attenzione a famiglie e imprese. Questo è il mio commento dopo che con la Legge di Stabilità abbiamo prorogato a tutto il 2014 le detrazioni fiscali per la ristrutturazione delle case.

Il governo ha come priorità l’emergenza casa. Con la Legge di Stabilità abbiamo prorogato a tutto il 2014 gli incentivi fiscali per la ristrutturazione delle case, anche quelli per mobili ed elettrodomestici. E non era affatto scontato.
- Perché prorogato senza tagli vale un miliardo.
- Perchè non era mai successo che il rinnovo fosse messo nella legge di stabilità senza arrivare invece all’ultimo minuto con un decreto legge.
E’ un segnale importante: noi vogliamo dare certezze a chi investe, stabilizzare, non fare provvedimenti di emergenze. Nei bonus sono stati confermate anche le agevolazioni per i mobili e quelle per la prevenzione antisismica.

DETTAGLI SUGLI INCENTIVI
Dal 2014 le detrazioni fiscali per ristrutturazioni edilizie dal 50% resteranno al 50% e non al 36% e con il 2013 non termina neanche la possibilità di accedere al bonus mobili. Anche per le detrazioni sul risparmio energetico è previsto il rinnovo che manterrà l’ecobonus al 65%.

- Entro il 30 ottobre verrà convertito in legge il Piano casa varato dal Consiglio dei ministri del 28 agosto scorso.
- Stiamo preparando un nuovo provvedimento ad hoc per novembre
- Il 31 ottobre si terrà la conferenza straordinaria Stato Regioni Province Comuni proprio sull’emergenza casa. In quella sede individueremo nuovi strumenti oltre ai 4 strumenti promossi del piano casa
PER L’EMERGENZA AFFITTI
Emergenza nell’emergenza è il problema degli affitti. Bisogna rafforzare le azioni già adottate in questa direzione. Il piano casa in tal senso prevede due fondi per un totale di 140 milioni di euro:
- Uno di 100 milioni per il sostegno agli affitti
- E uno, di nuova istituzione, di 40 milioni per la cosiddetta “morosità incolpevole”. È rivolto a quelle persone che hanno sempre pagato l’affitto e si trovano provvisoriamente nell’impossibilità di farlo per la perdita del lavoro.
Nel piano casa è prevista inoltre la riduzione della cedolare secca da 19 al 15% per i proprietari che affittano in regime concordato.
Si è deciso quindi di convocare nella prossima settimana le associazioni di categoria coinvolte, i rappresentanti delle Istituzioni e degli Enti Locali per raccogliere nuove proposte di ulteriore rafforzamento delle azioni già messe in campo.
Il 31 ottobre, immediatamente dopo la conversione in legge del Piano casa, è stata convocata dal ministro delle Regioni Graziano Del Rio una Conferenza straordinaria Stato, Regioni, Province e Comuni. L’obiettivo è presentare immediatamente un nuovo decreto legge che abbia al suo centro il rilancio dell’housing sociale e le nuove politiche per l’affitto.

Buongiorno Maurizio,
parlando di legge di stabilità mi sembra di avere capito che sarò una delle fortunate che, prendendo uno stipendio basso, avrà un aumento in busta di ben 15€.
Con i quali non credo riuscirò a ristrutturare la casa in cui abito e usufruire della detrazione del 65%/50%.
(la mia casa appartiene a mio padre che ci paga sopra l’imu come seconda casa. Forse dovrà pagare anche l’irpef dal 2014, giusto? Comunque non posso lamentarmi visto che, grazie al cielo, non pago l’affitto).
Fra l’altro mi sembra di aver capito anche che i 15€ in più in busta vi verranno da me prontamente restituiti a giugno visti i tagli sulle detrazioni (asili nidi, spese sanitarie…)previsti nel caso in cui non riusciste a ridurre le spese del bilancio dello Stato. E ci riuscirete sicuramente vero?!! ahahah
Io non so più dove tagliare il mio bilancio familiare. E voi, il vostro?

E’ dura oggi trovare risorse per finanziare questo o quello. Ma in primis è necessario agire con decisione sui costi della politica (indennità, rimborsi spese, vitalizi, proliferazioni di consigli di amministrazoioni varie) tutto questo prima di tutto perchè è necessario per ridare al popolo fiducia in chi lo amministra (senza regalare a Grillo tutto il malcontento) Se un padre non è autorevole il figlio non lo seguirà mai. Un piccolo appunto ai soggetti “Nuovi morosi” chi si farà carico di loro il proprietario? Forza Maurizio
Pensate anche agli OVER 35 che, se finora non sono diventati proprietari di una prima casa, vuol dire che hanno bisogno di un aiuto maggiore rispetto ai piu’ giovani.
Vorrei smettere di dare i miei soldi ai figli di altri e, finalmente, capitalizzarli per i miei figli.
Sig.ra Daria De Angelis dato che gli over 35 non hanno diritto ad avere facilitazioni per l’acquisto della prima casa ,hanno molte difficoltà a trovare un lavoro,perchè devono andare a votare?Ho la sensazione che esiste una forma di razzismo verso coloro che hanno superato i 40 anni;questo limite d’età non vale per alcune categorie es:politici,magistrati,professori universitari,giornalisti,conduttori TV.Secondo me gli uomini sono delle risorse ,da bambini,da giovani, da vecchi,e costituiscono sempre un capitale umano.
