Novità: incentivi per l'acquisto di mobili
Il ministro Maurizio Lupi ha prorogato gli incentivi alle ristrutturazioni inserendo anche il bonus mobili ed elettrodomestici. Costituiscono una spinta molto forte per aiutare il comparto dell’edilizia e dell’arredamento oltre ad aiutare anche le tasche degli italiani.
PREMESSA
Gli edifici in Italia sono molto vecchi e poco efficienti dal punto di vista del consumo energetico:
- Oltre 40 anni di vita per il 55,4% del totale
- Si stima che fra 10 anni saranno il 68,6% (nelle sole città metropolitane saranno l’85,2%)
Per questo si è deciso di prorogare gli incentivi. Migliorare la condizione del parco immobili e sostenere un settore trainante.
LA SPINTA DEGLI INCENTIVI
Infatti, nell’attuale momento di forte crisi economica, le detrazioni fiscali al 50% e al 55% hanno consentito nel 2012 (nel quale le detrazioni al 50% hanno interessato solo 6 mesi) la spesa di ben 9 miliardi e 980 milioni per interventi.
Nel 2012 gli interventi per ristrutturazioni edilizie sono stati 481.300 per un valore di 8 miliardi e 200 milioni di euro.
Il Consiglio dei Ministri ha dato il via libera a sgravi fiscali del 50% per ristrutturazioni, mobili, antisismica e 65% per ecobonus.
INCENTIVI PER L’ACQUISTO DI MOBILI
La novità introdotta dal Consiglio dei Ministri è legata ai mobili. Il settore legato alla filiera del legno, sia per quanto riguarda la produzione che la distribuzione, oggi è in forte crisi. La misura prevista consente di favorire l’aumento della produzione di mobili e il conseguente sostegno al settore.
- La proroga, fino al 31.12.2013, delle detrazioni IRPEF prevista nel decreto legge (50 per cento, dall’ordinario 36 per cento, per spese di ristrutturazioni edilizie fino ad un ammontare complessivo non superiore a 96.000 euro) è stata estesa anche all’acquisto di mobili finalizzati all’arredo dell’immobile oggetto di ristrutturazione, per un massimo di 10 mila euro (in pratica si concede un bonus di 5.000 euro).
Si stima che la proposta favorisca una spesa aggiuntiva in mobili di circa 1,8 miliardi di euro che rappresenta un più 21% di vendita in Italia calcolato sulla proiezione effettuata dalle imprese per il 2013.

Ben vengano le agevolazioni, ma necessita un provvedimento urgente per ridare potere di acquisto alle famiglie.
Conferire al 30% una quota del tfr maturato ai lavoratori con 30.000 euro lordi l’anno di reddito, consentirebbe di mettere in circolazione denaro utile per riattivare i consumi.
In alternativa, detassare i lavoro dipendente anche per brevi periodi mettendo in tasca ai lavoratori somme di denaro utili ad essere reinvestite.
La situazione dei salari è critica a livelli mai raggiunti, sempre più famiglie sono costrette a ricorrere a prestiti che non possono ,poi,onorare.
NON SONO UN ECONOMISTA, MA MI CHIEDO SE NON LAVORO, NON HO SOLDI, COSA ME NE FACCIO DELLE AGEVOLAZIONI PER LE RISTRUTTURAZIONI E L’ACQUISTO DI MOBILI?, NO NON CREDO SIA LA STRADA GIUSTA. SE PROPRIO CREDETE CHE IL RINNOVO DEI MOBILI POSSA INCREMENTARE E FAR RIPRENDERE IL SETTORE DELL’ARREDO, PERCHE’ NON INVESTITE VOI, NEL RINNOVARE GLI ARREDI DELLE SCUOLE E DEGLI UFFICI PUBBLICI, PER FARE UN ESEMPIO CONCRETO?

complimenti per il risultato ottenuto, so che le sue proposte erano ancora più allettanti ma ha comunque ottenuto un ottimo risultato.
Ora, visto il tempo limitatissimo fino al 2103 e poi basta, sarebbe bene divulgare a livello locale con un volantino di semplice lettura per i cittadini, dove capiscano per esempio, se per ottenere il bonus arredamento di un bagno, debbano o meno avere in corso una ristrutturazione più ampia dell’immobile…
Faccio parte di un circolo liberale e non sarebbe male far conoscere con maggiore trasparenza la proroga ai cittadini.
Serve materiale divulgativo sintetico e trasparente, dove lo potrò trovare e quando sarà pronto?

Un’ottima iniziativa per l’edilizia in crisi; mi permetto altresì di suggerire di ridurre le spese sanitarie nel seguente modo:pagare i medici di base attraverso Ticket, o buoni, presentati dal paziente, nel momento in cui è necessaria la visita o la prescrizione dei farmaci.
Ho stima e fiducia nei suoi confronti, spero che esamini attentamente questo aspetto della questione, perché noi cittadini siamo pazienti e non clienti dell’A.S.L. e quest’ultima non è un’azienda, perché la salute non si può paragonare ad una fabbrica.
Gli incentivi andavano bene quando avevamo un lavoro stabile, ora, come me che ho 46 anni e sono in mobilità che serve a malapena a sopravvivere, senza macchina e fra po senza casa, cosa me ne faccio degli incentivi se non lavoro?
Dovete solo creare LAVORO….

non mi è chiaro se per usufruire dell’incentivo per acquisto mobili per immobili oggetto di ristrutturazione bisogna aspettare il 1 luglio oppure vale già da adesso. Sto ristrutturando casa e sto per ordinare la cucina, come devo regolarmi? Grazie
E grazie, ministro Lupi, per aver insistito sull’estendere la proroga anche per le ristrutturazioni e non solo per gli interventi finalizzati al risparmio energetico: questi ultimi vengono generalmente effettuati come parte di un più ampio intervento sull’immobile, difficilmente si cambiano infissi e caldaia senza ristrutturare casa. Una proroga solo di questi a poco sarebbe servito.

slegando l’incentivo dalle spese di ristrutturazione avreste ottenuto molto di più, tantissime ristrutturazioni appena fatte o fatte da pochi anni non potranno usufruirne…Sarebbe un notevole aiuto in più a chi produce…e anche a chi deve riarredare e non è riuscito con la prima ristrutturazione
basterebbe anche ridurre la tassazione sulla richiesta di anticipi TFR …ora credo sia al 22%

i mobili lavabo del bagno sono inclusi??
per un cavillo dell’agenzia delle entrate sono escluse da quello ristrutturazioni (ma alla fine è al pari di un piatto doccia) poiché lo considerano un mobile
e infine un comune armadio della camera o del soggiorno, se non è a muro è incluso??

Benissimo, ma se acquisto un mobile anche senza ristrutturare casa, non incremento l’economia ? Perchè gli sgravi devono essere x forza collegati ad una ristrutturazione ? E poi come la si dimostra? bisogna x forza aprire un cantiere? Grazie
Buongiorno dott. Lupi, suggerirei di valutare l’estensione del bonus all’acquisto di mobili per la cucina anche per gli immobili nuovi destinazioni a prima casa, magari prevedendo la perdita del beneficio per immobili venduti prima dei 5 anni (come per agevolazioni prima casa). Si liberebbero risorse per ulteriori acquisti e si eviterebbe una spiacevole situazione di disparità. Applicare insomma quanto già previsto per acquisto di autorimesse, che rientrano nel bonus anche se appartamento è nuovo.
Buongiorno, volevo sapere come mai l’incentivo per i mobili e’ destinato solo alle ristruttarazione e non vale per chiunque volesse acquistare dei mobili nuovi? Visto che bisogna incentivarne la vendita per questi settori in crisi.

Per le ristrutturazioni senza opere edilizie e con il miglioramento dell’efficienza energetica dell’immobile si può usufruire della detrazione fiscale del 50% per la sostituzione dell’impianto termico invernale con tecnologia a pompa di calore?
Abbiamo fatto una manutenzione straordinaria dello stabile in cui vivo nel 2011, adesso è necessario cambiare le porte dell’appartamento acquistato nel 1994. Tale spesa può usufruire delle agevolazioni per l’acquisto di mobili? Inoltre caro Ministro, gli stipendi degli statali sono bloccati da troppi anni e noi troviamo grande difficoltà a far quadrare i conti. E’ ovvio che se non rivedrete le nostre pensioni non potremo affrontare nessuna spesa, neanche quelle che beneficiano delle agevolazioni. Pensateci per favore
